Ruleforum, NRC's Rulemaking Website, has been unavailable since late August

Mr. Leyse,

RuleForum, NRC's rulemaking website, has been unavailable since late August because of technical difficulties.

We have created several interim rulemaking web pages. These pages are available at http://www.nrc.gov/about-nrc/regulatory/rulemaking.html. We realize that these pages are not as complete as the RuleForum site. The public should access comments on rulemaking actions through ADAMS.

Under OMB direction, the NRC is required to transition to the centralized Federal e-rulemaking system (regulations.gov); the NRC's target operating date is December 17, 2007. Once we make the transition, we will re-post the documents that were on RuleForum to the e-rulemaking system.

Mr. Leyse,

I am responding to your e-mails to the Chairman concerning NRC’s rulemaking Web site. The NRC is migrating from its independent rulemaking Web site to Regulations.gov, the government-wide e-rulemaking solution for public access to rulemaking activity. Regulations.gov will provide a uniform point of access for virtually all Federal rulemaking activity with a full range of enhanced services and features. The NRC is currently scheduled to complete its migration and go live on December 17, 2007.

Unfortunately, just as we were beginning this process, the contractor that provides server and toolkit support for our rulemaking website experienced unexpected, severe technical difficulties that required shutting down the access server. The required corrective action has been extremely complex and is expected to take such a considerable period of time that it would not be completed soon enough to make a reactivation of the NRC’s site a sensible course of action. Rather, the NRC has decided to focus its efforts on facilitating the migration and creating an interim system of access through the NRC public Web site. Please note that the revised notice that appears when attempting to access the rulemaking site provides more convenient access channels. We will continue our efforts to enhance the content of the interim system.

The NRC's RuleForum Web site is currently unavailable.For links to recently published final rules, proposed rules, and petitions for rulemaking, please visit our Rulemaking page at http://www.nrc.gov/about-nrc/regulatory/rulemaking.html.

Comments on rulemakings and petitions for rulemaking can be submitted via e-mail to secy@nrc.gov or via the Federal e-Rulemaking Portal at http://www.regulations.gov/.

For information on draft regulatory guides open for comment, visit our NRC Regulatory Guides page at http://www.nrc.gov/reading-rm/doc-collections/reg-guides/.Public documents related to other NRC rulemakings and regulatory guides are also available electronically at the NRC's Electronic Reading Room at http://www.nrc.gov/reading-rm/adams.html.

From this site, the public can gain entry into the NRC's Agencywide Document Access and Management System (ADAMS), which provides text and image files of NRC's public documents.
