Baker-Just background reports are now in NRC's ADAMS ML100950085

It took a while, but the essential references to Baker-Just are now in the NRC's files. Amazing! After decades of use in licensing of nuclear power plants the Baker-Just key references were never reviewed by anyone! In the third paragraph of the above page you will read: "The NRC decided to remove the references to the above two documents in the final FRN because (1) they did not constitute a significant part of the basis for denying the petition and (2) the reports were not then available in the NRC's files." Of course that leads to the question: Since the NRC did not have the reports, how could they conclude that they did not constitute a signifcant part of the basis for denying the petition?
